- Possibly disabled
- No concern of the Guard
- Examples: Children, Teenagers, weak Elementals


MODERATE THREAT LEVEL
- Regular Blackwood Hollow resident
- No or little criminal record
- Controls a basic element (fire, water, earth, or air) or a weak sub-specialty
- Little concern of the Guard
- Examples: Higher skilled Elementals, most adult Elementals


HIGH THREAT LEVEL
- Blackwood Hollow resident or Suspected Shade members
- Has a criminal record
- Skilled in controlling an element or a dangerous sub-specialty
- Higher chance of being arrested by Guard
- Examples: Convicted criminals, Elementals prone to dangerous behavior, Suspected Shade members


EXTREME THREAT LEVEL
- Known Shade members, other dangerous Elementals
- Have an extensive criminal record
- Highly skilled in controlling an element or sub-specialty
- To be shot on sight by Guard member
- Examples: Known Shade leaders and members, Elementals convicted of murder or other dangerous crimes
